Swedish minister wants more free-to-air channels in the terrestrial television network

In a press release on September 8 from the Swedish Ministry of Education, Research and Culture it was announced that new television broadcasting licenses for the Swedish digital terrestrial television network was to be given and that the Radio and Television Authority (RTVV) had been given the task to handle the applications. All digital television licenses will cease by the end of 2005 and the companies must apply for a renewal if they want to continue broadcasting in 2006 and 2007.

Minister Leif Pagrotsky says in the press release that he is “taking an initiative towards a broader offer and more free channels”. He doesn’t give any clue on how this will be done in the press release, however. In an interview in Dagens Media, his press secretary Thomas Johansson says that new applicants most likely must offer free-to-air channels if they want a licence. Johansson says that there is space for at least two more channels in the network.

The RTVV shall leave a suggestion of what channels will get new or continued licenses on November 21, 2005. As of September 8 TV4 AB, Dagens Industri, Sportexpressen and Eurosport SA had sent their applications for new or continued licenses.

Currently, very few of the 33 channels in the network have chosen to go free-to-air, in contrast to the United Kingdom, Germany and Finland where most channels are free-to-air.

U.S. Senate approves revised bailout package after controversial additions

The U.S. Senate passed a revised bailout bill designed to help the struggling U.S. financial economy, which has measures nearly identical to the bill rejected by the U.S. House of Representatives on Monday.

“Senate Democrats and Republicans believe it is essential that we work quickly on this important legislation to restore confidence to our financial system and strengthen the economy,” said Senate Majority Leader Harry Reid.

The new revisions include raising the FDIC insurance cap to $250,000, a move designed to please progressives. However, the $110 billion in tax breaks, earmarks and what has been called pork barrel spending is not offset by any increases in revenues and has added opposition to the bill from some Representatives in the House.

Earmarks added into the bailout bill included $192 million in tax rebates for the Virgin Islands rum industry, $148 million in tax cuts for the wool industry, $100 million tax cuts to the auto racing industry, and $48 million in Hollywood tax incentives.

Vice President of Taxpayers for Common Sense, Steve Ellis, offered his explanation for the pork and earmarks added in. “People who support some of these provisions will forget about the $700 billion and concerns they may have on that, and say, ‘If you give me a few million in tax breaks for my constituents, I’ll go along'”.

The tactic seems to have worked, however, managing to flip enough votes to pass the bill.

“The inclusion of parity, tax extenders and the FDIC increases has caused me to reconsider my position,” said Representative Jim Ramstad (R Minnesota), who voted against the previous bill on Monday. “All three additions have greatly improved the bill.”

But Representative Marcy Kaptur (D Ohio) was not changing her no vote. “I will not support this legislation because it’s the wrong medicine,” she said.

The Senate took H.R.1424, a bill originating in the House concerning “equity in the provision of mental health and substance-related disorder benefits under group health plans, to prohibit discrimination on the basis of genetic information with respect to health insurance and employment,” and extended it with the bailout provisions.

H.R.1424 was introduced on March 9, 2007, by Rep. Patrick Kennedy (RI-1) and had the support of First Lady Rosalind Carter. It is noted on the Congressional Website that “On 10/1/2008, the Senate passed H.R.1424 as the vehicle for the economic rescue legislation. In the EAS version of the bill (Engrossed Amendment as Agreed to by the Senate), Division A (pp.1-110) is referred to as the Emergency Economic Stabilization Act of 2008; Division B (pp. 110-255) is referred to as the Energy Improvement and Extension Act of 2008; and Division C (pp. 255-441) is referred to as the Tax Extenders and Alternative Minimum Tax Relief Act of 2008.” It was not treated as an appropriations bill in the House.

There were two votes in the Senate. The first was to amend H.R.1424, which required 3/5 to be accepted, which it was. The second was a vote on the bill. Passage of the Bill required only a 1/2 majority. It was passed with 74 yeas and 25 nays. Senator Kennedy did not vote.

Cyclists Jason English and Liz Smith win 24 Solo in Australia

Mount Stromlo, Canberra — This Easter weekend, elite mountain bike riders competed in the Australian 24-hour solo championships at Canberra’s Stromlo Forest Park. Jason English from Port MacQuarie rode 33 laps and won the men’s race. Liz Smith from Wollongong rode 25 laps and won the women’s race.

Races are won by riding the most laps. If two riders complete the same number of laps in 24-hours, the winner is the one who has ridden them in the shortest time.

Riders wear lights on their helmets and bicycles during night laps. Due to the time of year, there is roughly twelve hours of daylight and twelve hours of darkness each day.

The event is a curtain raiser for the WEMBO World Solo 24 hour Mountain Bike Championships, which will be held at Stromlo Forest Park on 12 and 13 October 2013. The race was for solo riders only.

The weekend before, the teams of riders took to the track at the Mont 24 hour race at Canberra’s Kowen forest. With over 3,000 riders participating, it is now Australia’s largest cycling race.

The team version of the race was favoured by the weekend warriors, but also attracted more than a few elite athletes. Laps were ridden in relay fashion: each rider handed over the baton (which looked like a credit card) to another member of the team after riding one or more laps.

The track was in excellent condition, running through the trees. Without steep climbs or overly difficult technical sections, it permitted fast lap times.

No injuries were reported.

South Korean police clamp down on protests against US beef

South Korean authorities are refusing to allow more protests against the government’s decision to allow beef imports from the United States, after hundreds of people were injured in clashes with riot police overnight Saturday.

Around 300 police buses blocked protesters from entering the plaza in front of Seoul City Hall on Sunday, where a candlelight vigil was scheduled for that night. Any rally held after sunset without police permission is considered illegal. Nevertheless, the daily vigils have continued for weeks, with as many as 80,000 in attendance.

After the plaza was sealed off, a group of about 1,700 protesters gathered in nearby streets, chanting slogans that urged President Lee Myung-Bak to cancel his decision allowing U.S. beef imports. Around 70 people were detained by police for illegally occupying roads, South Korean news agency Yonhap reported, but no major clashes occurred.

Over 200 protesters and police officers were injured in Saturday’s protests. The demonstration turned violent when some protesters tried to drag away police buses used to prevent entry into Cheongwadae, the President’s house. Riot police responded by spraying water cannons and fire extinguishers at the protesters, who threw stones, water bottles and eggs at police.

The candle-lit vigils, which were initially peaceful, have mutated into violent protests organized by a small faction.

He was forced to publicly apologize, and all but one of his top advisers were fired.

Jang Dae-hyun, a spokesman for the protesters, suggested that the police should stop using harsh tactics against protesters, which he says would lead to less violence. “We’ve been supporting peaceful rallies, but the police crackdown is too harsh,” Jang said. One protester, Kim In-seok, stated, “We are just here to express our opinions. I can’t understand why this government tries to ban our rally.”

On Monday, police raided the offices of two civic groups that have led the rallies. Documents, computers, pickets, flags, and other materials relating to the demonstrations were confiscated, and the leader of the group AntiMadCow was arrested on charges of staging illegal rallies, Yonhap reported.

Google mistakenly collects private data from Wi-Fi networks

Google revealed late yesterday that it had mistakenly collected information about Internet sites people had visited on public Wi-Fi networks.

The admission came from Google engineering head Alan Eustace in the form of a blog post on Friday afternoon. In the statement, Google said that it had been unknowingly gathering the personal data for over three years through its Street View photo-mapping feature. The discovery was made during internal investigation resulting from earlier concerns by German regulators over the issue. Two weeks ago, Google told European officials that, while it did collect data from Wi-Fi services for location technologies, it did not save private user data. In yesterday’s announcement, however, Google admitted that these claims were actually incorrect.

An estimated 600 gigabytes of personal data had apparently been collected because of a software error from 2006. Google Street View vehicles caught bits of information from unsecured or public Wi-Fi networks in both Europe and the United States, as well as around 30 other countries where Street View is used. Eustace said that Google has “never used that data in any Google products” and that it would stop the collection of Wi-Fi data altogether. He also said that Google was discussing with regulators about how to properly dispose of the data it had accumulated.

This incident is the latest in the Internet privacy debate, following Facebook’s move this week to update privacy and security settings for its users’ accounts. European officials are expected to move on this issue, which has been controversial to both their citizens and governments for some time. Google had already agreed to take additional privacy measures in Germany last July after the nation’s data protection agency raised concerns about Street View.

Hong Kong legislator, Samson Tam, said that Google may have violated Hong Kong’s laws on ‘interception of communications and surveillance’, and was suspected of ‘dishonest use of computers’.

Glasgow’s Common Weal launch; ‘Not me first. All of us first’

Glasgow —Last weekend, December 8, The Reid Foundation, a left-leaning think-tank, launched The Common Weal, a vision for a more socially just and inclusive post-Independence Scotland. Five- to six-hundred turned up for the event, billed as “[a] ‘revolution’ … with T-shirts and dancing” by the Sunday Herald, and held in The Arches club and theatre, under Glasgow’s Central Street Station.

Wikinews’ Brian McNeil travelled to Glasgow to attend, walking through the city’s festively decorated George Square, and busy shopping streets, to the venue under Hielanman’s Umbrella.

More known for theatre, live music, and club nights, organisers in The Arches confirmed around 800 had signed up for the free Sunday afternoon event. The crowd was a mix of all ages, including families with young childen. Stuart Braithwaite of Mogwai entertained the early arrivals by DJ-ing until the launch video for the Common Weal was screened.

The Common Weal present themselves as “an emerging movement which is developing a vision for economic and social development in Scotland which is distinct and different from the political orthodoxy that dominates politics and economics in London.” Contrasting current “me first politics” against concerns of ordinary Scots, the launch video’s opening, monochrome half, stresses everyday common concerns: “Will I have a pension I can survive on when I retire?”, “I miss my local library”, “Public transport is so bad it’s hard to get to work”; and, “Why can we always find money to bail out banks but not to protect public services?”, “Why is it always the poor, the disabled, and immigrants who get the blame?”

The preferred vision offered by the Common Weal, “Not me first, all of us first”, makes up the more-aspirational second-half of the film, advocating a national fund for industry, taking the nation’s energy into collective ownership, building quality new public housing, strengthening the welfare state, and ending tax evasion. Throughout the event a distinction between these ‘popular politics’, which experience wide support, and the derogatory ‘populist’ label, often used to dismiss such calls for a fairer society, was emphasised.

Comedienne Janey Godley took over following the film, to compère the afternoon, and introduce Reid Foundation director Robin McAlpine. With the mixed audience, Godley made avoiding profanity — due to the presence of children — a theme of her warm-up; although, the humour remained fairly adult in nature.

McAlpine sketched out the movement’s hopes and plans. After thanking those who were giving their time for free, he characterised modern politics as “[…] a game that is played by a small number of professionals, in a small number of rooms, in a small number of expensively-rented premises, across Scotland — and across Britain. It’s become a thing people do as a profession, and the rest of us are all supposed to applaud them — or stand back — nod our heads every four years, and be glad for it.” With a receptive audience, he continued: “The idea that politics is something that ordinary people cannae talk about is one of the great achievements of the right-wing [over] the last thirty to forty years in Britain”; remarking, to applause, “they scared us aff.”

On discussions around the country, he claimed that “across Scottish politics, […] the people that want this, … ‘me first’ politics, there’s not many of them. The people that want Common Weal politics, all of us first politics, I’m meeting them everywhere. […] Everyone I meet wants this, a decent politics that puts people first. […] We wanted to find a way to communicate an idea of a politics which work for all the people who those politics seek to govern, not just a few of them. People don’t understand or recognise the language of politics any more, so we want to change that language.”.

Crediting the Sunday Herald newspaper for an opportunity to share some ideas underpinning the Common Weal, McAlpine was scathing in his criticism of mainstream coverage of the independence debate: “There’s this massive debate. It’s not in the mainstream.” Seeking to “get a real debate going, about a really strong vision for a future for Scotland, it’s hard. They’re still doing IFS, accounting this, and another paper from a Whitehall that. And, we’ll all debate things that nobody really cares about, interminably, until they all go away for good.” On the current political debate, he remarked: “If mainstream politics fails to recognise what is really going on in Scotland just now, then that is its problem. […] Someone is going to offer ordinary people what they want, and when they do, everything will change.”

Urging the crowd to get involved, he said: “If we can create a popular politics, that ordinary people care about, and talk about, and work[s], we can take a grip of Scotland. We can decide the future politics of Scotland, and standing around waiting for professional politicians to,… disappoint us less than they always do, does not have to be the way we do this anymore.” He concluded, “It genuinely is time for a politics that puts all of us first.”

Janey Godley took the microphone, as McAlpine left the stage to cheers and applause; joking about the ‘rabble-rousing’ tone of the speech she then introduced David Whyte of Tangent Design, creator of the Common Weal’s logo.

Whyte explained they hoped the simple image would come to represent the “all of us first” philosophy, and “a new way of doing things”. He was not the first to jokingly remark that the four-line graphic — a triangle, with a balanced line on top of it — would be an easily-applied piece of graffiti.

Politics, and the launch of the movement’s logo, then took more of a back-seat; the rest of the event more in-keeping with having a party, and the festive decorations elsewhere around the city centre. Godley, and fellow Scottish joker Bruce Morton, provided more barbed comedy. Singer Karine Polwart encouraged the crowd to sing along to a song she said was written on her way to the party, and Actor Tam Dean Burn read a speech from the 16th century Scottish play “Satire of the three estates” — given by the character John Common Weal, representing the common man — where the deeds and behaviour of the ruling classes are such that, if done by a common man, they’d be hanged.

Scotland’s Independence referendum is to take place next year, September 18. This was a repeated election pledge of the Scottish National Party (SNP) — who moved from leading a minority government, to an outright majority in the devolved parliament’s 2011 general election — making good on their promise by announcing in January 2011 their intent to hold the referendum in autumn 2014.

The question being put to the electorate is: “Should Scotland be an independent country?” A “Yes” vote would be followed with negotiations to bring to an end the early eighteenth-century ‘Union of the Parliaments’. The SNP has proposed Scotland retain Elizabeth II as head of state, a position she holds on the basis of the century-earlier Union of the Crowns.

What Is The Right Stop Loss To Use?

This question is a subject that is always good for many articles and forum threads.

The reason is that stop loss levels are different for every trader. It s all based on your goal and your trading strategy. Other factors such as the timeframe and the type of analysis you actually do, will also have an impact on the type or size of stop loss you use.

For the purpose of this article I will discuss what I am most familiar with.

I am an intraday trader and I use the 30 minute and one hour chart to time my entries. I do occasionally trade off of the larger time frames such as the four hour and daily chart but regardless of the timeframe I use for my entry, I am always aware of what the larger time frames are printing.

You may read on certain forms or articles that you should not risk more than 30 or 50 pips per trade. This is fine but it is not always possible to squeeze a stop loss level into every trade develops. Each trade as we all know, is going to take a different shape or slightly different set up each time we find one regardless of whether or not all of the rules according to our trading strategy are met for a valid confirmed signal.

I m not suggesting to change the stop loss levels and break your trading rules all the time, what I am referring to is that while we must provide some structure to our trading strategies in the beginning, which are also considered the foundation, as a successful trader you must learn to allow for a certain degree of flexibility because of the understanding that the markets do not behave the way we want them to. It moves in any manner it chooses. At best we can only hope to follow and keep up with price and the trends.

Using my example of locating a trade on a 30 minute chart, I have two specific trading strategies that allow me to trade in different types of market environments. These market environments are mainly a range bound or consolidated market and a trending market.

For example a technique I use on a 30 minute chart with a consolidated market, I m looking to locate support and resistance that is relative to that time frame. Support and resistance can be many things but you have to start somewhere. A technique that is simple to use is to identify the previous day high and low. Once the new day has started and as price approaches either the support or resistance of the previous day notice how price behaves. If price cannot break beyond this range it s possible it may remain inside a consolidation and bounce off of the support or resistance level from the previous day.

If this occurs I would look for an obvious reversal candle pattern.

Now there are several different methods that can be used to place your stop loss. The first is obviously several pips above the high or the low of the candle pattern were price appears to be moving away from.

Using this method, it is obvious without even looking at a chart that each time the stop loss level will be different and it will not be possible to pick the same number such as 30 or 50 pips stop on every single opportunity that sets up just like the aforementioned.

Because we never know where the candle will close that completes a reversal candle pattern according to the high or the low, it is difficult to simply place the same static stop loss level.

A strategy that I use and you may find useful, (however please do not apply this immediately to your trading strategy without testing and research), is to incorporate certain indicators that will assist you in confirming whether price will move away from the support resistance with more certainty.

Bollinger bands, if studied correctly and a favorite indicator of mine, the CCI indicator, helps me determine with more certainty if price is to remain inside of consolidation and if it will move away from support or resistance.

If everything lines up correctly for me using these indicators, (and I stress it can take years of practice), I can use a stop loss level of approximately 25 pips every time I use this technique on the euro/USD.

Obviously it s not going to work every single time. But 85 to 90% of the time if identified correctly and I wait for the confirmation using my indicators, this trade can be a very safe and effective trade which allows me to use the same size stop loss on every trade just like this one.

The profit target on a trade like this is at least the same size as the stop loss but in 85 to 90% of the time it will move an additional 25 pips turning the trade into a two for one risk to reward ratio.

This is what you want to achieve.

A strategy that will offer consistent profits with affordable risk.

In order to find this technique or the strategy it may take you months or years depending on the amount of time you have available. Testing and research is not an option, it is the only way.

So back to the question, what is the right stop loss to use?

This technique using a 25 pip stop evety time will obviously not work on a four hour or daily chart, the stop loss and profit targets would be much larger than what I would use on a 30 minute chart.

At this point it should be obvious that stop loss levels should not be a static number set on every trade on every timeframe.

The stop loss placement should be relative to the type of trading environment and the timeframe that is traded. Also, what you expect to earn from the trade and what you are willing to lose will help you to define your parameters for an affordable stop loss level.

Unfortunately there is no one set answer, and each one of us in order to become successful will have to do our homework, spend months if not years practicing, training and learning all the while developing confidence and a solid trading system.

At least fifteen dead after stampede at Mali mosque

According to a government official, at least 26 people were killed in a stampede on Thursday at a historic mosque in the northwestern city of Timbuktu, Mali.

“There were 26 killed and 40 wounded,” Oumar Sangare, the Internal Ministry spokesman, told Reuters. However, other news agency reports put the death toll as low as fifteen.

An official, who requested to remain anonymous, said the accident could have begun as a result of renovation work on the Djingareyber mosque—which is made primarily of mud, and was built in the fourteenth century. Construction work blocked off some of the roads, and that could have been a factor in the incident. “The mosque is being renovated, financed by the Aga Khan, and the work is carried out by South African specialists,” the official told the Agence France-Presse (AFP) news agency.

“Because of these renovations, the passage on the north side of the mosque is closed off. On that side, to get through, the faithful found an improvised alleyway. But the alley couldn’t take the number of people using it. So there was a stampede. Somebody shouted ‘someone has died’ and panic took over,” the same official went on to say.

Others have remarked that rescue services responded “very quickly” to the stampede, and helped the “many injured.”

The Xinhua news agency reports the stampede started when an elderly woman fell in one of the town streets near the city’s main mosque, where a sermon was being conducted in front of a large crowd; a passersby then rushed to assist the woman, apparently disrupting the crowd’s movement and causing the stampede.

“People were circling the mosque, a ritual at each Mouloud [the observance of the Prophet Mohammed’s birthday] and there was a huge crowd build up,” commented Mohamed Bandjougou, one of the witnesses to the event, to AFP by telephone. “There were at least fifteen dead. The bodies were taken to the morgue.”

Authorities warned the number of injured may actually be higher than reported, saying that “we cannot rule out the fact that the number of those injured will increase because some of them are still hiding in their homes instead of coming to the hospital.” A hospital source commented that some of the people hurt were in critical condition, and needed to be evacuated to the capital, Bamako, as soon as possible.

The mosque’s imam, who gave his name as Asseyuti, commented on the incident. “We’re in mourning. What happened is a real trauma. We accept the will of God. He gives us life, he takes it away,” he said.

According to an official statement, Malian president Amandou Toumani Toure is traveling to Timbuktu from Bamako in light of the stampede.
