Kentucky Derby winner Barbaro injured in Preakness, does not finish race

Kentucky Derby winner Barbaro, sent as the post-time odds-on favorite in this year’s Preakness Stakes at Pimlico Race Course in Baltimore, Maryland, breaks down in the opening stretch of the race, shattering any chance of a Triple Crown winner this year. Bernardini, the 12-1 4th choice out of 9, ends up winning this year’s Preakness, stopping the clock at 1:54.65. Following up 5 1/4 lengths behind was Sweetnorthernsaint, sent to the post at 8-1, and Hemingway’s Key at 29-1, six lengths further back.

According to Dr. Larry Bramlage, the on-call veterinarian for the American Association of Equine Practitioners, Barbaro’s injury was “significant” and “would require major stabilizing surgery.” Barbaro’s injury effectively ended the horse’s racing career.

Bernardini, a colt by A.P. Indy out of Cara Rafaela, by Quiet American, was bred and is owned by the Darley Stable of Sheikh Mohammed, is trained by Tom Albertrani, and was ridden to victory by Javier Castellano. Today’s Preakness marks the first Preakness win for jockey Javier Castellano, who previously rode Ghostzapper to a win in the 2004 Breeders’ Cup Classic. A group of volcanologists from the UK and USA have traveled to North Korea to assist them with conducting scientific investigations and installing equipment near the volcano Mount Paektu.

Wikinews interviewed Dr. Robert Kelly of Pusan National University (PNU) in South Korea, who specialises in security and diplomacy and Dr. Jim Gill from the University of California who has visited the Chinese side of Mount Paektu.

((Wikinews)) Given that the UK, USA have strained political relations with North Korea, what is the purpose of these scientists working together?

Dr. Robert Kelly: Mt Paektu erupted massively about 1100 years ago and has been dormant since. Recently there has been seismic activity, and should it explode again, it could be gigantic — and devastating. It is everyone’s interest in East Asia to know about such a possibility, so this kind of cooperation can be above politics. But it is also always good to engage North Korea to try to draw them out. Such engagement can occur in nonpolitical, technical areas like this most easily.

((WN)) Does North Korea understand that it needs the specialism of British and American scientists to plan for when the volcano erupts?

RK: It does. North Korea does actually engage in various track II programming, including student and administrative exchanges. This is not well-known due to the nuclear issue however. The North Korean government is aware of its technological backwardness, and they often dangle concessions to other states in exchange for tech transfers like this.

((WN)) The North Korea underground nuclear test site is very close to the volcano, do you think this affected North–South Korean relations?

RK: Not very much. It does upset South Koreans somewhat, because Mt. Paektu is actually [a] national landmark. It is the mythological birthplace of the Korean people. And there is some scientific concern that major seismic activity could impact nuclear facilities.

((WN)) Do you think that the field work being carried out by the scientists, being near a militarised border is very difficult?

RK: No, because it is in the interest of all local parties — NK, Chinese, even Russian — that Mt. Paektu is properly monitored. Indeed, I could imagine that, behind the scenes, the Chinese pushed North Korea toward this cooperation, as this is somewhat unusual for NK.

((WN)) May the North Koreans be wary and suspicious of their British and American counterparts, given the secretiveness of the state?

RK: Absolutely. I have been to NK, and I can say positively that the scientists will be monitored and accompanied at all times they are away from their hotels. They will also be isolated from the NK wider population. They will only interact with specially chosen minders who speak excellent English and have proven their loyalty to the state. And there will be security personnel with them at all times outside their hotels too.

((WN)) Do you think that Western scientists collaborating together with the North Koreans could set as an example of political things to see in the future?

RK: Not really. I hope so, but North Korean[sic] has a tendency to pretend to open itself, and then to re-close after it gets what it wants. All sorts of interaction with North Korea gets hyped as ‘a new beginning’ or a ‘historic opening,’ only to come to naught. That does not mean it could not happen, just that I am skeptical. Instead, NK is likely to continue to interact when and where it has certain specific needs, as in this case. And that interaction will be tightly monitored. Fifteen years [ago], at the start of the Sunshine Policy by SK, there was hope that increased interaction would grow organically and slowly open up NK. That was the spirit behind the Kaesong industrial zone. But in fact, the North Koreans tightly controlled Kaesong to capture its gains and limit spillovers. I imagine the same will happen here.

((WN)) Do natural hazards pay attention to international political differences?

Dr. Jim Gill: Of course not.

((WN)) Is there a high risk and increased seismic activity in relation to Mount Paektu?

JG: Not currently. There was unrest at the volcano during 2002–05 but it has returned to normalcy.

((WN)) Would an eruption of Mount Paektu have consequences for multiple countries?

JG: Yes. The most likely widespread consequence will be an interuption of air traffic between North Asia and North America and Europe. More locally, the tourist industry on the Chinese side of the border will be very impacted. Most ash fall will be in the DPRK.
For perspective, there was an extremely large eruption of the volcano at about 940 AD — one of the largest historical eruptions anywhere on Earth. It is uncertain how often it has erupted since, and how large the eruptions were, but nothing has been big enough to cause serious problems scores of kilometers away. So yes there is risk — it is large mountain with a long history of eruptions — but nothing indicates a high level of concern now.

English court jails policeman over insurance fraud

A court in England, UK has jailed a policeman for ten months after he was convicted of defrauding his car insurance company.

Police Constable Simon Hood, 43, arranged for a friend who dealt in scrap metal to dispose of his Audi TT, then claimed it had been stolen.

Hood had been disappointed with the car’s value when he tried to sell it two years after its purchase in 2008. He arranged for friend Peter Marsh, 41, to drive the vehicle to his scrapyard in Great Yarmouth, Norfolk. Marsh then dismantled the vehicle with the intent of disposing of it, but parts were later found wrapped in bubblewrap at Ace Tyre and Exhaust Centre.

Marsh picked up the TT from outside nearby Gorleston police station. Records show mobile phone conversations between the conspirators that day in March, both before and after the vehicle was reported stolen. The pair denied wrongdoing but were convicted of conspiring to commit insurance fraud after trial.

The fraud was uncovered after Hood told former girlfriend Suzanne Coates of the scheme. It was alleged before Norwich Crown Court that he had confessed to her in an effort to resume their relationship. Coates said that after the pseudotheft, Hood told her “he didn’t want to look for it. He said it would be like looking for a needle in a haystack, which I thought was a bit strange.”

Shortly afterwards Hood suggested they should become a couple once more, she said; she challenged his version of events regarding the car: “He said he did it but I couldn’t tell anyone. He said he did it with Peter. Peter had a key and took the car away and it was going to be taken to bits and got rid of so it was never found.”

Hood was defended by Michael Clare and Marsh by Richard Potts. Both lawyers told the court that their clients had already suffered as a result of the action in mitigation before sentencing. Clare said Hood had resigned from the police after fifteen years of otherwise good service and risked losing his pension. “It is not a case where his position as a police officer was used in order to facilitate the fraud,” he pointed out. “His career is in ruins.” Hood is now pursuing a career in plumbing.

Potts defended Marsh by saying that he, too, had already suffered from his actions. His own insurers are refusing to renew their contract with him when it expires and his bank withdrew its overdraft facility. His business employs 21 people and Potts cited Marsh’s sponsorship of Great Yarmouth In Bloom as amongst evidence he supported his local community.

Judge Alasdair Darroch told Marsh that he did accept the man was attempting to help his friend. He sentenced Marsh to six months imprisonment, suspended for two years and ordered to carry out 250 hours of community service. He was more critical of Hood:

“As a police officer you know the highest possible standards are demanded by the public. You have let down the force. You knew throughout your career that policemen that get involved in serious dishonesty get sent to prison.”

How Transponder Keys Keep Your Car Secure

Most car key systems today are what are known as transponder keys. The fob that you carry with your car keys contains a tiny radio transmitter. When you push a button on the key fob, the transmitter sends a coded signal to the receiver inside the car that is tuned to the same frequency as the transmitter. Most systems transmit signals in the 300 to 400 MHz frequency range.

So how come you can’t click “unlock” in a crowded Chicago parking lot and open a bunch of other cars? Back in the early days of automatic garage door openers, the systems were so simple that you actually could open garage doors with most any opener remote, so as these systems became more common, manufacturers had to come up with security measures to prevent this. Similar security systems are used with modern car keys.

It’s easy enough to get your hands on a radio scanner, so it would seem that you could capture the code transmitted by a key fob and use it to open a car. However, the controller chip in today’s key systems uses what are known as rolling codes to secure your car. The so-called 40-bit rolling code algorithm can generate around a trillion random codes.

The transmitter’s controller chip holds the current 40-bit code in its memory, and when you push a button on the key fob, it sends that code plus a function code that “tells” your car what to do (like lock or unlock the doors). The receiver’s controller also has a memory device that holds the current 40-bit code. If it receives the code it expects, it performs the action. If it doesn’t, it doesn’t do anything.

Both transmitter and receiver use the same pseudo-random number generator so that when the transmitter sends the current 40-bit code, the random number generator picks a new code and stores it in memory. Then, the receiver stores the same new code. Transmitter and receiver are synchronized so that the proper transmitter always sends the expected code to the receiver.

Using this type of signal and random number generator, there is only the most minuscule chance of being able to open someone else’s car doors, particularly since car manufacturers all use different systems. Code capturing using a radio scanner won’t work with this type of system either, because there’s not way to predict which random number the transmitter and receiver have chosen next.

So how do you get replacement car keys with such a system? You could call your car dealer, or you could call a trusted Chicago area locksmith. 2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.

Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.

Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.

Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard. Tseng also focused on the importance of the multi-culture aspect and talked about making Melbourne the capital of the aboriginals. Tseng also explained why he thinks Melbourne is poised to be a world city by 2030.

Tseng’s deputy Lord Mayor candidate Gricol Yang is a Commercial Banker and works for ANZ Banking Group.

Currently, Sally Capp is the Lord Mayor of Melbourne, the Victorian capital. Capp was elected as an interim Lord Mayor in mid-2018 after the former Lord Mayor Robert Doyle resigned from his position after sexual assault allegations. Doyle served as the Lord Mayor of Melbourne for almost a decade since 2008.

When the dog bites the hand of a stranger

Legislators in Spotsylvania County, Virginia, are proposing a new law that would make pet owners criminally responsible for their animal’s actions.

This follows the death of a boy after a dog attack. The proposal would make it a category IV misdemeanor if a conviction for negligence is gained against a pet owner charged for their dog biting someone, punishable by a $250 fine. For a second offense, the penalty can go up to $1000 or 6 months in jail, and for a third offense, $2500, or a year in jail. The legislation, if enacted, would enable the creation of a criminal profile for a negligent animal owner and the animal itself.

On a CBS6 news report broadcast recently on an Orange County boy killed by the family dog, they said the station received many angry e-mails from dog owners about the story when it was aired earlier that day. It is a topic that draws strong views from both sides of the argument, and probably explains why the Commonwealth of Virginia has been strangely quiet on the subject. It appears the state government is willing at this point to let it be slugged out at the county level, while remaining distant and learning from it above the fray. This means that if a Spotsylvania County dog owner cannot abide a new law that might fine him $250 because his dog bit the mailman, he can move to a nearby county where no such law exists.

The legal wording the county might use in drafting the legislation should not concern itself with the species of pet. All pets should be affected because the legislation should be indiscriminate. What it needs to concern itself with is what meets the definition of a pet, and exactly what negligence is.

Recall that Dianna Large, now charged with a felony, originally said she owned only 1 of the 3 pit bulls involved in the attack that killed an elderly woman. Even if she later recanted that, if her defense can show that her status as pet owner of the other 2 dogs is only slight, or if it exists at all under current law, that would have a big impact on the case.

There will be a public hearing on May 10 to discuss proposals that may change county legislation.

Israeli Defense Force admits to targeting media center in Gaza City airstrike

The Israeli Defense Force (IDF) has admitted that in an airstrike, they targeted an office building housing offices for international media in Gaza City on Sunday night. The IDF called their specific targets “Hamas operational communication sites”. The IDF also claims Hamas staged a scene outside the building to make it appear an injured man was being taken away in an ambulance, who was “seen minutes later walking around.”

“Overnight, the IDF targeted two Hamas operational communication sites that were identified by precise intelligence. The first site was targeted at approximately 01:40 a.m. and was an infrastructure of Hamas’ operational communications, located inside a civilian building,” said the IDF in a statement on its website.

Reuters reports eight journalists were injured in the attack with one journalist needing a leg amputated.

The IDF also admits they knew international journalists had offices in the building and targeted it because “Hamas’ operational communications [were] deliberately located on the roof of the building, in which several international media bureaus reside.”

“We obviously knew there were journalists in the building, so we did not attack other floors in the building”, said Avital Leibovich, a spokesperson for the IDF. Sky News, RT News, Ma’an news agency, and al-Quds TV, among other agencies, all have offices located in the building.

Though the IDF admits they knew international journalists were inside the building, a spokesperson denies they were the target saying, “Hamas took a civilian building and used it for its own needs. So the journalists … were serving as human shields for Hamas”. The IDF statement goes on to say that journalists were warned to “stay clear of Hamas’ bases and facilities.”

The building was reportedly bombed three times. After the IDF bombed the building once, there was a pause during which occupants evacuated before the IDF bombed it two more times.

According to Protocol 1, Article 79 of the Geneva Convention, targeting journalists or civilians is considered a war crime. “Journalists engaged in dangerous professional missions in areas of armed conflict shall be considered as civilians…. They shall be protected as such under the Conventions and this Protocol, provided that they take no action adversely affecting their status as civilians, and without prejudice to the right of war correspondents accredited to the armed forces”.

Charles Upham’s medals to stay in New Zealand

The Victoria Cross and bar awarded to soldier, Charles Upham, have been sold to Britain’s Imperial War Museum in London. The Victoria Cross and bar, also known as a double Victoria Cross, were only awarded to one combat solider, Mr Upham. The medals will, however, remain in New Zealand as they are on loan to New Zealand for 999 years, this is welcoming news to the New Zealand government.

The medals were not exactly donated to New Zealand as it is currently illegal to export the medals, but it still generous to donate them so New Zealand can still see the medals at the Queen Elizabeth II Army Memorial Museum. His family had requested that they be on view.

Amanda Upham and Virginia MacKenzie are Mr Uphams daughters and are the ones who sold the medals to the war museum in Britain. The medals were sold for an unknown amount of money, however it was known that they had wanted NZ$3.3 million.

The government had offered to buy the medals for $1 million, this was rejected by the two daughters which caused a lot of controversy. A collector had then offered $9 million.

Speaking in Hong Kong, Phil Goff, minister of defence, said: “I’m hugely pleased the Upham medals will now be held at the Waiouru Army Museum in perpetuity as part of New Zealand’s military heritage.” Mr Goff also thanked a trust that worked together with the museum to make sure that New Zealand was still able to view the medals.

Mr Upham had won his Victoria Crosses in World War Two. His first Victoria Cross was won in the Battle of Crete in 1941. And he won his bar in the Western Desert about a year after his first Victoria Cross.

A Victoria Cross is the highest medal available to be awarded for bravery in the Commonwealth Realm.
