Dominique Strauss-Kahn, the head of the International Monetary Fund, remained in jail last night after being charged with sexually attacking a chambermaid at a New York City hotel. Strauss-Kahn has agreed to undergo forensic screening before he appears in court, and has vowed to “vigorously” defend himself against the charges, which are likely to create a leadership void at the IMF, disrupt emergency talks over the European debt crisis, and spell the end of his political career.

Strauss-Khan was the favourite candidate for the French presidency, and was expected to announce he would stand against Nicolas Sarkozy this month. But the allegations are expected to destroy the hopes of his supporters, increase infighting among the French left, and leave his political career in tatters. His arrest comes at a critical moment for the IMF, and will likely plunge efforts to stabilise the financial states of struggling eurozone countries into chaos. He was meant to discuss the bailouts of Greece and Portugal with European Union financial officials at a meeting in Brussels this week.

Eswar Shanker Prasad, a professor of international economics at Cornell University, said: “This sordid episode – no matter how it ultimately plays out – will spell the end of Strauss-Kahn as an effective leader of the IMF even if he retains his position, which is highly unlikely.” The IMF, however, insisted it remained “fully functioning and operational.”

Strauss-Kahn was to appear in court in Manhattan yesterday charged with three crimes, including attempted rape, but the hearing has been delayed so he can undergo forensic tests. He was taken into custody by officials while on an Air France passenger plane which was about to take off from John F. Kennedy International Airport for Paris; when detectives approached him in the first class cabin in the aircraft he reportedly asked: “What is this about?” Strauss-Kahn reportedly fled the hotel “in a hurry” after the attack, leaving a number of personal effects behind. “If our officers had been ten minutes later he would have been in the air and on their ^[sic] way to France,” a spokesperson for the New York Police Department said.

The chambermaid reported that she had been sexually assaulted by a man staying in a “luxury suite” at the Sofitel hotel near Times Square. “The maid described being forcibly attacked, locked in the room and sexually assaulted,” the police spokesperson said. Strauss-Kahn came out of the shower naked while the chambermaid was working in the room, tried to pull the woman onto the bed and locked the door, The New York Times reported, quoting police sources. She allegedly fought him off, but he sexually assaulted her again after dragging her to the bathroom, before he locked her in the room; she was reportedly hospitalized afterwards with trauma.

In 2008, a year after becoming the leader of the IMF, Strauss-Kahn was reprimanded by the organization’s board after being involved in an extramarital affair with another senior executive at the bank. More recently, he was pictured driving a luxury car in Paris, causing a media furore over whether his lifestyle fitted with the socialist attitude he claims to represent. But his wife, former television star Anne Sinclair, has dismissed the accusations. She said: “I do not believe for one second the accusations brought against my husband. I have no doubt his innocence will be established.”

Friday, March 25, 2005A Spotsylvania County woman, whose three dogs allegedly attacked and killed her elderly neighbor, was freed Wednesday by posting a $10,000 bond. Dianna Large, 36, received one felony charge of involuntary manslaughter and three misdemeanor charges in an indictment issued last week.

In her first appearance before a judge, she answered Circuit Court Judge William H. Ledbetter questions with simple “Yes sir.” and “No sir.” responses. The short hearing, held Thursday, formalized the charges against her. The involuntary manslaughter charge, a first in the severity of punishment being sought on a dog owner in the Virginan state of USA, carries a maximum penalty of 10 years.

State procecutor Wiliam Neely said that Large knowingly let her three Pit Bull dogs run free, and that an animal control agency person had warned her to keep them under better control. She also a violated a county ordinance requiring owners of dangerous dogs to post a warning sign to visitors. The prosecution also noted that none of the three male dogs were neutered.

The Animal Control Department of Virginia maintains a dangerous dog registry. It contains a list of owners whose dogs are deemed dangerous to society. The link to the registry was moved to a more prominent position on the county web page following the attack.

On Friday, the Uruguay language academy shared a statement rejecting football player Edinson Cavani’s ban of three matches and a £100,000 (US$137,000) fine ruled by The Football Association (FA) in England.

The sanction was made on Thursday based on a comment on Instagram that the Uruguayan striker made to a fan who congratulated him on his football performance.

In particular Cavani wrote “Gracias, ^{((es))Spanish language: ?Thank you} negrito” and the FA concluded this was “insulting, abusive, improper and brought the game into disrepute” and “an ‘aggravated breach’ […] as it included reference, whether express or implied, to colour and/or race and/or ethnic origin.”

According to the Uruguay language academy, terms like “negro” (black) and specially its diminutive “negrito” —like terms such as “gordo” (fatso) or “gordito”— are often used in an endearing or friendly way and “[i]n fact, a person so addressed is not necessarily overweight or dark-skinned.” ^{((es))Spanish language: ?En los hechos, la persona […] no tiene que tener sobrepeso o tener un color de piel oscuro} Further the statement says: “Cavani’s use of the voice ‘negrito’ to address ‘pablofer2222’, a fan of the football player, has this kind of affectionate tenor: given the context in which it was written, the person to whom it was addressed and the variety of Spanish that was used, the only value that word ‘negrito’ can have —and in particular because of its diminutive nature— is affective.” ^{((es))Spanlish language: ?El uso que hizo Cavani de la voz negrito para dirigirse a “pablofer2222”, un fan del futbolista, tiene este tipo de tenor cariñoso: dado el contexto en que se escribió, la persona a la que fue dirigido y la variadad de español que se usó, el único valor que puede tener negrito -y en particular por su índole de diminutivo- es el afectivo.}

“In summary”, the statement from the Uruguay language academy signed by its president, minister of the Electoral Court of Uruguay Wilfredo Penco, concludes by saying, “the English Football Association has committed a serious injustice with a Uruguayan athlete of the highest international level and it has exposed ignorance and error regarding the uses of the language and in particular of Spanish, without taking note of all its complexities and contexts.” ^{((es))Spanish language: ?la Federacíon Inglesia de Fútbol ha cometido una grave injusticia con un deportisa uruguayo del máximo nivel internacional y ha puesto en evidencia ignorancia y error a propósito de los usos de la lengua y en particular del español, sin tomar nota de todas sus complejidades y sus contextos.}

This was not the only Spanish language academy supporting Cavani against the accusation of racism. The Argentina language academy —Argentina, another country of the Río de la Plata Basin, shares with Uruguay the variety of Spanish known as Rioplatense Spanish— on December 22 called on the FA to acquit Cavani and “the presentation of the corresponding excuses for having affected his good name in an unfounded way.” ^{((es))Spanlish language: ?Se pide la presentación de las correspondientes excusas por haberse afectado su buen nombre de manera infundada}

Meanwhile, in Argentina and Uruguay on Friday, the hashtag #graciasnegrito became a trending topic on Twitter, in support of Cavani against the sanction received.

Buffalo, New York —The Common Council of Buffalo voted on Tuesday to send the Elmwood Village Hotel proposal “to committee for further discussion”, after citing the need for more public involvement.

The Elmwood Village Hotel is a development proposal by the Savarino Construction Services Corporation, a project designed by the architect Karl Frizlen of The Frizlen Group. The hotel would be placed on the southeast corner of Elmwood and Forest Avenues in Buffalo.

To make way for the project, at least five buildings located at 1109 to 1121 Elmwood Ave would be demolished. At least two properties on Forest Avenue could also be demolished. The Elmwood properties, according to Eva Hassett, Vice President of Savarion Construction, are “under contract”, but it is unclear if Savarino Construction actually owns the Elmwood properties. Hans Mobius, a former mayorial candidate, is still believed to be the current owner the properties. Mobius also owns 607 Forest Avenue.

The properties 605 and 607 Forest Avenue could also be included in the proposal according to Hassett.

“We would use a Special Development Plan to rezone 1119-1121 Elmwood and 605 Forest to a C-2 zoning category,” stated Hassett. It is possible that Savarino Construction may try to obtain a variance for 605 Forest, which would allow them to enforce eminent domain, should the hotel be allowed to go forward.

The building at 607 Forest was also discussed to be rezoned, but it is unclear what the plans would be for that property. During the February 28 Common Council meeting, Hassett stated that the properties 605 and 607 were “now off the agenda”.

Pano Georgiadis, owner of Pano’s Restaurant at 1081 Elmwood, owns the property at 605 Forest and attended Tuesday’s Common Council meeting.

“Having a hotel is a bright idea. We all love the idea of a hotel, but the way that it is presented, is wishful thinking. This hotel does not fit. It’s like putting two gallons of water in a gallon jug, it does not fit. At the last meeting, the architect admitted that they are planning to put the undergound parking lot and the hotel, right at the property line. If I open my window, I will be able to touch the wall, that goes fifty feet high”, said Georgiadis.

“There is a problem having a seventy-two room hotel and fifty-five parking spaces. That means that all the other cars will spill all over the neighborhood. The footprint is simply too small. If you have a bigger [parking] lot, and a smaller hotel, I will welcome a hotel. I have a parking lot at my own business, and I am chasing people all day long. Remember, the city says it has ‘zero tolerance [for illegal parking]’. Try telling that to the guy from Albany who came to see his kids, that are going to Buffalo State, who would get tickets totaling over a hundred dollars”, added Georgiadis.

The city’s Planning Board is scheduled to meet on March 14, 2006 at 9:00 a.m. about the proposal. Although a discussion will take place, no vote is expected to be taken.

At the moment, none of the properties are zoned for a hotel. Savarino Construction plans on asking for a C2 zoning permit. If that does not work, they plan to implement a new zoning plan called a “special development plan” which would allow for only a hotel on the site. That zone would not be able to be changed.

“This [project] justifies Mobius’s refusal to invest in any maitenance^[sic] or improvements”, on the properties said Clarence Carnahan, a local resident. “Where were the Council persons over the years? Where were the city inspectors over the years, to make sure that he maintained and improved his properties? The government was supposed to be protecting, not being preditorial. I see a predatorial issue here when it comes to this hotel. Over the years: Why has the local government been disfunctional when it came to Mobius’s properties? Refusal to invest in improvements, doesn’t that sound like a slumlord? Maybe I am missing a point here, but what kind of messages does this send to other slumlords that havn’t^[sic] been jailed or fined? It’s [the hotel] trying to be pushed through.”

Carnahan also presented signs for residents and or business owners who are opposed to the hotel, that could be placed in windows or on stakes in the yard. Some of the signs said, ‘No tell hotel’, ‘Hans off, no hotel’, ‘It takes more than a hotel to make a village’. and ‘Keep Elmwood free, no hotel’. Carnahan plans on making more signs for a protest to be held on Saturday March 18, at 2:00 p.m. (EST) on Elmwood and Forest. Some signs were given to individuals after the meeting.

“First things first, Hans is the problem, and I don’t think it has been addressed. Let’s roll back the clock on this project. What can we do with Hans? There is such thing as eminent domain, which could be of greater interest to the community, to seize the property at its lowest assessed value”, said Nancy Pollina, co-owner of Don Apparel with Patty Morris at 1119 Elmwood. “There are so many ideas that have not been explored and we are about to give this parcel away, to a big developer.”

Mobius has not returned any calls by Wikinews regarding the situation.

A freelance journalist writing for Wikinews has obtained a letter, exclusively, addressed to one of the five business owners from Hans Mobius stating:

There is a proposal to develop my property which you are currently renting. Because of opposition to this development, it does not look like it will happen. I will let you know if there any changes.

Despite the letter, there have been no plans or decisions made to end the proposal.

To date, none of the business owners or residents of 1119-1121 Elmwood have received an eviction notice.

Business owners and residents gave an indication of what they would like to see happen at the corner; a project similar to one done locally last year. There, developers renovated two buildings on Auburn and Elmwood Avenues, merging the buildings into one thus allowing for more shop space. Among some of the shops to move in after the development were Cone Five Pottery, The Ruby Slipper, and Abraham’s Jewelers. Prior to the renovation work, the left building in the picture was boarded up for several years. Many of the concerned locals would like to see a similar development on Forest and Elmwood.

Rocco Termini, a developer in Buffalo, proposed a similar design at the February 28 community meeting

In an interview after the February 28 meeting, Termini stated, “I will be willing to take a look at this myself, or I would be more than happy to be partners with Sam, Sam Savarino”, who is President and Chief Executive Officer of Savarino Construction Services Corp.

So far Savarino Construction has no plans to team up with Termini.

Investigators looking into the Germanwings Flight 9525 crash in March announced on Wednesday that they had formally identified the 150 passengers who died on the Airbus 320 when it was flown into the French Alps. This will allow for the victims families to prepare for a proper burial ceremony in the coming weeks. It has reportedly taken more than six weeks to match the DNA found at the site of the crash in the French Alps with those of the family members of the victims involved. The city prosecutor of Marseilles, Brice Robin has now said that “The 150 death certificates can now be signed, as well as the 150 burial permits.”

This comes after extensive investigation into the life of the 27 year old co-pilot Andreas Lubitz who had reportedly suffered depression. After locking the cockpit door whilst the pilot was on a toilet break, Lubitz purposely flew the plane into the French Alps. Reports from France’s BEA civil aviation investigators revealed that Lubitz had practised altering the flight’s data settings during the outbound flight to Barcelona from an altitude of 11,600 metres to an alarmingly low 30 metres.

The incident has sparked calls for other international flights to implement the rule of always having two people in the cockpit at all times during flights to prevent any further tragedies such as this. The final report of the investigation is set to be finalised next year.

A morbidly obese Ohio man died Wednesday after being found unconscious in his home several days earlier. The man had been sitting in a chair for two years and was physically fused to it when he was discovered by two roommates, one of which was his girlfriend.

Authorities who arrived at the house in Bellaire reported seeing the man sitting amidst his own urine and feces, which were infested with maggots. The man’s skin had become attached to the recliner’s cloth, said law enforcement officers, one of whom had to dispose of his uniform after responding to the home. In order to transport the man to the hospital, officers had to carve out a portion of the wall.

Identified as 43-year-old Richard Hughes, the man died after being taken to Wheeling Hospital in West Virginia. The residence’s landlord said Hughes, weighing 348 pounds (157 kilograms), began sitting in the chair after his knees started to hurt, and refused to get up. Hughes’ girlfriend told police that she fed him because he was unable to move around.

Jim Chase, a city official, called the room where the man stayed “very filthy, very deplorable” and said it was “unbelievable that somebody live[d] in conditions like that.”
